The mission of Offender Aid and Restoration of Richmond, Inc. (OAR) is to provide community managed services aimed at restoring the individual offender as a responsible member of the community. OAR helps those who have been incarcerated to gain and maintain employment.
Project SOAR is a statewide volunteer partnership between the faith community and DOC. Through pre- and post-release programs, Project SOAR focuses on assisting adult nonviolent inmates/ex-offenders to re-enter society successfully and become productive citizens.

RCAP's Virginia CARES Program assists state ex-offenders in Richmond and Petersburg in making a successful transition from prison to the community. Virginia CARES assist ex-offenders with transportation, identification cards, work clothing, temporary housing, food, education, job training and jobs. In addition, clients are provided with life skill training in selected correctional institutions. Case Management, counseling and group activities are also provided.
