Administers programs to help with heating or cooling costs throughout the year for income eligible households. The Crisis Assistance Program is intended to meet a household's emergency heating need, when no other resource is available. The Cooling Assistance Program provides purchases or repair of cooling equipment and/or payment for electricity to operate cooling equipment.

The City of Richmond provides water and natural gas service to residents and offers up-to-date utility information, such as: energy conservation tips, safety tips, rate changes, information on loans and payment plans, and important phone numbers. Senior Care Program applications are available for utility assistance.

Eligible low-income households receive federal assistance with their home heating and cooling bills within funding limits. Weatherization referrals are made to the Capital Area Agency on Aging to permanently weatherize low-income households to offset the high costs of home heating.

Miss Utility of Virginia

The Miss Utility center notifies participating utilities of the upcoming excavation work so they can locate and mark their underground facilities in advance to prevent possible damage to underground utility lines, injury, property damage and service outages. In addition, it offers links to the various utility companies in the state.

The Energy Assistance Program assists low-income households. The program consists of three components: Fuel Assistance, Crisis Assistance and Cooling Assistance. The Fuel Assistance component helps eligible households in emergency energy situations, which cannot be met by Fuel Assistance or other resources. The following types of assistance are available if eligibility conditions are met: purchase of a portable or installed fan, purchase and installation of an air conditioner, payment of an electric utility security deposit, or payment of the electric bill to operate the cooling equipment.
